If you mean a shampoo and a conditioner of different brands, it's because different companies or brands formulate their shampoo and conditioners differently. Shampoo takes the oil out of your hair, how much depends on the brand, conditioner puts a certain amount of healthy oil back into your hair.
If you have a shampoo that is meant for drier hair and condition that is meant for more oily hair, the shampoo won't take as much oil out as a different company might because it is made for drier hair. The conditioner will put a lot of oils in your hair because it is meant for dry hair that needs natural oils, resulting in dry, brittle hair.
Companies make there shampoo and conditioner coordinate so they take the right amount of oil out and put back in the right amount of oil in your hair
